Title l provides funding to schools with high numbers of students that qualify for free and/or reduced-priced lunches to help ensure that all children meet challenging Kansas College and Career Ready State Standards. The purpose of Title I is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic standards.
Title l is designed to reinforce and supplement efforts to improve teaching and learning for students farthest from meeting the standards. Individual public schools with poverty rates above 40% may use Title l funds, along with other federal, state, and local funds to operate a “schoolwide program” to enhance the instructional program for the entire school. All of the fifteen TPS elementary schools, four middle schools (Chase, Eisenhower, Jardine, and Robinson), and two high schools (Highland Park and Topeka High) are considered Title l schools and operate schoolwide programs.
There are four private schools that offer Title l programs. These schools (Holy Family, Mater Dei, Most Pure Heart, and St. Matthew) offer targeted assistance programs. Targeted assistance programs offer assistance to a select group of students within each school that need help in reading and/or math. The students in private schools must reside in residential areas that have a local school with a Title l program.
