The Business Office provides the district with finance, budgeting, accounting, payroll, purchasing, fixed asset-inventory control, accounts payable and receivable services. Our objectives are supplying students and staff with quality, cost-effective supplies and services; to pay our employees and vendors in an accurate and timely manner; communicating our financial data to the Board of Education, staff and constituents in an efficient and understandable manner; and finally to ensure that effective, responsible and equitable methods are utilized when managing our financial resources.
TPS Welcomes Mr. Brad Isnard as Executive Director of Operations

Topeka Public Schools is pleased to announce the appointment of Mr. Brad Isnard as the district’s new Executive Director of Operations. Mr. Isnard brings extensive experience in education finance, operations management, organizational leadership, and community service, paired with a strong commitment to operational excellence in support of students, staff, and families.
Mr. Isnard currently serves as the Executive Director of Finance for Kansas City, Kansas Public Schools, where he oversees district wide fiscal operations, budgeting, compliance, and strategic resource planning. Throughout his decade-long tenure in Kansas City, Kansas, he has been recognized for strengthening financial transparency, improving operational systems, and advancing initiatives that directly support student learning environments. Prior to serving in education, Mr. Isnard oversaw operations regionally in the business warehouse sector where he managed delivery fleet, sub contractors, and operational metrics across areas in Kansas.
In addition to his K–12 leadership experience, Mr. Isnard has made significant contributions to higher education governance through his service on the Board of Trustees for Kansas City, Kansas Community College, including the last two years as the elected Chair of the Board. In this role, he provided strategic oversight, guided policy development, and supported fiscal stewardship for one of the region’s key postsecondary institutions. His community service also includes his role on the Board of Directors for Wyandotte County’s Leadership 2000, a nonprofit dedicated to cultivating emerging leaders and promoting civic engagement.
Mr. Isnard holds both a bachelor’s degree and a master’s degree in business administration, aligning with the operational, logistical, and strategic responsibilities of his new role. His career is grounded in the belief that effective operations and thoughtful stewardship of public resources are essential to creating safe, efficient, and equitable learning environments.
Mr. Isnard is excited to join Topeka Public Schools and become part of the greater Topeka community. He looks forward to supporting the district’s mission, strengthening its operational systems, and building strong partnerships with students, staff, families, and community stakeholders.
